Best Macaroni Salad

       - 8 ounces elbow macaroni
  - ½ cup fat-free mayonnaise
  - 1 tablespoon soy sauce
  - 1 teaspoon vinegar
  - 1 teaspoon sugar
  - ½ teaspoon garlic powder
  - ¼ teaspoon black pepper
  - 3 stalks celery, diced
  - ¼ cup grated carrot
  
      - Cook elbow macaroni according to package directions. Drain, and pour into large bowl.
  - Add all ingredients together and mix until macaroni is well coated and all ingredients are combined.
  - Add salt to taste, if needed.
  - Refrigerate before serving.
